We usually divide Biu Jee into 7 sections:
1. Punch, biu sau up, down, left, right. Left right gwai jang (kneeling elbow) [not kup jang]
2. Gwai jang horizontal palm [upper, lower]
3. Man lou sau (literally 'asking road hand', asking hand?) [not the present day 'begging for rice hand' that is called man lou sau. This is used when we don't know the opponent's attack, and use this to receive the attack]
4. Left right double gan sau and turning horse (juen ma), wu sau/fak sau or man sau (depending on lineage) [*1]
5. Left right biu sau
6. Double claw hand
7. For countering rear attacks, forward waist bend 3 times, retract fist completion.

脖 character (pronounced 'boot/but'). This is the character for 'neck'. I believe it should be
撥 which is the character for move, dispel.
In any case, I think it refers to the wu sao/fak sao movement (see action @1:58 of
this video)
