YouTube is definitely the most popular but similar services were available years ago in various video formats. I think a big part of the success of YouTube, Google Video, etc is the addition of video to flash a year or so ago. Now users don't have to worry about whether they have the right video player or various problem that occur--they just need to have a fairly up to date version of flash and they are ready to go.
I think truewrestler hit the nail on the head there. Ease of use and ubiquity are the two key essentials in any media-based site. People will simply be less inclined to put all the work into submitting a video if they think that only 50% of the people who want to see it will see it.
